We are a serious RP community built on professionalism, realism, and respect. These rules are strictly enforced to ensure a high-quality roleplay experience for all members.
Fail-RP refers to the failure to realistically portray your character's actions during a roleplay scenario. This includes, but is not limited to, situations such as crashing your vehicle and continuing as if nothing happened, or falling from a significant height and behaving as though uninjured.
Metagaming is the act of using Out-of-Character (OOC) information for In-Character (IC) advantage or personal gain. This includes any knowledge obtained through external sources such as Discord, TeamSpeak, streams, or forums.
Example: Using information seen in a livestream or chat to influence your in-game decisions or actions.
Powergaming refers to roleplaying in a way that limits or removes other players' ability to respond, or performing actions that are unrealistic or physically impossible. It includes forcing outcomes without allowing proper interaction or consent from other role-players.
Examples of Powergaming include:
● Roleplaying with unrealistic abilities (e.g., superpowers)
● Using in-game tools like Twitter or a phone while restrained or in prison
● Forcing players to comply with demands (such as transferring money) without giving them the opportunity to react or resist
● Controlling scenarios in a way that prevents other players from engaging in meaningful roleplay.
The New Life Rule (NLR) applies when a player respawns after death—either by manually pressing `E` or being automatically respawned after the timer expires. Upon respawn, the player must roleplay as if they have no memory of the events leading up to or causing their death. This includes forgetting the individuals involved, the situation, and any related details.
Example of NLR Violation: Sharing or acting upon information that your character would not realistically remember after respawning.
● Players may not respawn during an active scene to avoid arrest or EMS interaction.
● Using re-spawn to escape from police custody or any active roleplay scenario may be treated as combat logging or jail evasion, depending on the context.
● Instead, players should remain on scene to be treated by EMS or transported by police as appropriate.
Prime-City does not enforce perma-death during active police scenarios. If a player wishes to permanently end (or “Perma”) their character's story, they may only do so after the scene concludes and any necessary consequences (such as jail or hospital time) have been served.
Additionally, no player may be forced to kill off their character by another player unless both parties have agreed to it beforehand for roleplay purposes.
Low-effort roleplay refers to participating in scenarios with minimal engagement, creativity, or believability. Every interaction your character has in the city should contribute to immersive and meaningful storytelling—not just for you, but for everyone involved.
Players are expected to approach every situation with thought and effort, helping to build depth in character development and contribute to an enjoyable, realistic environment for others.
Examples of low-effort roleplay include:
● Evading law enforcement without a valid in-character reason
● Treating the server like a “cops vs. robbers” game (see Cop Baiting)
● Driving recklessly at excessive speeds through city streets (e.g., 100+ MPH just to store your car)
● Downplaying serious medical incidents (e.g., calling a gunshot wound a “stubbed toe”)
● Using fake hostages during robberies to manipulate the outcome Our community values serious roleplay. Players are encouraged to stay committed to believable, story-driven experiences that reflect realistic behaviour
Additionally, players should avoid using in-game "Twitter" as their primary communication method. Overusing it or using it to share information that would not be publicly known can result in disciplinary action. In-character interactions should happen through realistic means such as phone calls, texts, or in-person conversations.
Creating a compelling and believable character is essential to a meaningful roleplay experience. While it's easy to jump into the role of a hardened criminal, characters should be designed with long-term development in mind. Your character shouldn't immediately rise to power or wealth. Instead, they should naturally evolve over time through in-game experiences and interactions. Consider crafting a backstory that includes elements like family background, motivations, and personal struggles. This adds depth to your roleplay and opens up more storytelling opportunities for you and others.
When entering the city, your character should begin with limited resources and little familiarity with the environment. Part of the journey is learning, adapting, and growing—whether that's through legal or illegal paths.
To maintain a respectful and safe environment for all players, certain themes are strictly forbidden in any in-character roleplay.
Scenarios involving rape, torture, racism, terrorism, suicide, or anything of a similar nature are never allowed, under any circumstances.These topics are highly sensitive and go against the server's Code of Conduct. Engaging in or attempting to initiate such roleplay will lead to serious disciplinary action.
Players are expected to remain fully in character whenever they are in the server. This includes all communication channels such as voice chat, /me and similar systems. Out-of-character communication should be kept strictly to designated commands like /OOC or /report.
Using phrases such as “my screen froze,” “it's just lag,” or similar comments breaks immersion and is considered Fail-RP. Always respond as your character would—if there is a technical issue, address it appropriately using the correct OOC methods.
Emergency services staff—such as EMS, police, and fire personnel—play a vital role in maintaining the flow of roleplay for the entire server. Targeting them through robbery or kidnapping disrupts not only their roleplay but also impacts the experience of countless other players.
For this reason, robbing or kidnapping emergency services personnel is strictly prohibited.
Exception: Such scenarios may only be permitted with explicit approval from Prime City Staff and must be part of a well-developed storyline that contributes meaningfully to character development.
Accessing or looting another player's apartment without permission is not allowed under any circumstances. This includes stealing apartment keys or using in-game exploits to gain entry into private spaces.
Any unauthorized entry or misuse of game mechanics for the purpose of theft or intrusion will result in disciplinary action, including potential bans.
Every conflict in the city must be rooted in realistic and meaningful roleplay. Random Deathmatch (RDM) and Vehicle Deathmatch (VDM) occur when a player harms or kills another player—either with weapons or vehicles—without sufficient roleplay buildup.
Examples include:
● Attacking someone without prior interaction or provocation
● Using a vehicle to intentionally run over players or ram their cars without context These actions break immersion and are strictly prohibited. Any incident involving death or injury must have clear roleplay justification. Violations will lead to disciplinary action.
All players are expected to drive in a way that reflects realistic behaviour. Vehicles should not be treated like invincible machines capable of scaling mountains or flying off bridges without consequence.
Key expectations include:
● Do not jump ramps, bridges, or steep terrain unrealistically. If your vehicle takes major impact or lands improperly, you must roleplay it as damaged or inoperable.
● Avoid driving vehicles in areas they clearly aren't meant for—like off-road terrains or steep hills—unless the vehicle is equipped for it.
● Driving inside buildings is not allowed unless the location is designed for vehicle access (e.g., mechanic shops).
Your character should always act with a sense of self-preservation. Even though death isn't permanent, serious injury or loss should be treated as real in all situations.
If held at gunpoint or placed in danger, you are expected to comply unless a clear opportunity to escape safely presents itself. This applies equally to civilians and law enforcement—unless you have been restrained or disarmed.
In robbery or hostage scenarios, once a player has complied and shown value for their life, they should not be harmed. Similarly, there should be no instant revenge after the situation ends.
Note: This rule should not be misused to avoid consequences—such as stopping emergency services from performing their duties by threatening them.
Once you've left an active roleplay scene—whether by driving away or exiting the area—you’re not allowed to return and get involved again. Rejoining a scene you’ve already exited breaks the flow of roleplay and can lead to confusion or unfair advantages.
If you return and end up injuring or killing someone, it may be treated as RDM or VDM, depending on the situation. If you choose to flee, continue your character’s story elsewhere or remain on the run if law enforcement is involved. Once you’re out, you stay out
Cop baiting refers to intentionally committing crimes just to provoke a response from law enforcement. This kind of behaviour takes away from meaningful roleplay and creates unrealistic interactions.
Common examples include:
● Repeatedly speeding past officers to grab their attention
● Running red lights or committing petty crimes directly in front of police
● Sending fake 911 calls just to become the centre of police activity
While creative scenarios involving police are welcomed, they must serve a purpose in your character's story and offer engaging roleplay for everyone involved. Forcing yourself into situations just to trigger a chase or arrest is not acceptable and may lead to disciplinary action.
Players are expected to remain in the server until all active roleplay scenes are fully concluded. This includes situations involving police, EMS, or other ongoing interactions. If you're involved in criminal activity, you must ensure all emergency service contact has ended before logging out. In the case of an unexpected crash or disconnect, you should immediately inform others involved—either through Discord or another official communication platform—so the scene isn’t disrupted without context.
When using platforms like Discord or TeamSpeak during roleplay, you must also reflect that communication in-game—either through your phone or radio—so it stays immersive and believable. If you're talking to someone who isn’t nearby in-game, your character should realistically have a phone or radio item on them. These tools should be treated as necessary equipment for long-distance communication
Note: A working microphone is required to participate on the server. If your mic stops working mid-session, notify a staff member either in-game or via Discord. Depending on the situation, temporary exceptions may be made.
Players who consistently engage in criminal activity may face stricter in-character consequences over time. This can include harsher sentencing or the confiscation of items, as determined by the State Judge. These outcomes are designed to reflect your character’s criminal history and add realism to the justice system within the server.
Players are strictly prohibited from impersonating members of emergency or public service departments. This includes Police, EMS, Mechanics, Military, and Public Works. You are not allowed to use their uniforms, character models, or represent yourself as a member of these services in any way.
Transferring items such as money, weapons, or equipment right before dying to prevent their loss is not allowed. Doing so undermines the consequences tied to in-game death and is considered exploitative behaviour.
Unauthorized theft of vehicles belonging to Police, EMS, Mechanics, or Military is not permitted. However, under certain circumstances, vehicles from Police, EMS, or Mechanic departments may be taken only if the roleplay is done properly and realistically. Poorly executed or unjustified thefts will result in action against the player.
It’s important to maintain a clear boundary between what happens in character (IC) and what exists out of character (OOC). Your character’s actions, relationships, or conflicts should never be influenced by your personal feelings or real-life disagreements.
If you find emotions from outside the game starting to impact your in-game behaviour, it’s best to step away for a bit. Using OOC emotions or knowledge to influence IC decisions—especially in a negative or toxic way—will result in disciplinary action. Remember: your character is a fictional persona, not a reflection of you personally.
Do not break character to explain rules mid-roleplay. Saying things like “you’re not valuing your life” or mocking others with rule-based comments ruins immersion and the scene for everyone involved
nstead, handle things in character. For example, say: “If you move again, I’ll shoot.” If you believe someone broke a rule, finish the scene and report it through the proper channels.
Let the admins deal with rulebreakers—focus on keeping your roleplay strong and immersive.
Hanging around locations like police departments, hospitals, or mechanic shops without a legitimate in-character reason is not allowed. Repeated loitering without valid roleplay can result in a strike or disciplinary action. These areas are meant for active scenarios, not casual gathering spots without purpose.
Owning a house in the city is considered a privilege, not a right. If law enforcement obtains a valid warrant, they are permitted to enter and search your property. Refusing this may result in penalties.
If you operate a business, you're expected to follow the guidelines provided when it was approved. Failure to comply with business-specific rules or using it inappropriately may lead to your business license being revoked.
All players are expected to treat others with respect, both in and out of character. The use of racial slurs, hate speech, sexual harassment, or any references to rape is strictly forbidden and will not be tolerated under any circumstances.
Griefing involves intentionally disrupting or negatively impacting another player’s experience through repeated annoyance or harassment.
Examples include:
● Following someone constantly to force unwanted roleplay
● Interrupting scenes repeatedly without a valid reason
● Purposely ruining others’ ongoing storylines
This kind of behaviour is toxic and goes against the spirit of the community.
Using bugs or unintended game mechanics to gain an advantage is not allowed. If you discover a glitch or exploit, report it immediately through the server’s official Discord. Failing to do so, or using the exploit for personal benefit, can lead to serious consequences
Players must not take advantage of server restarts or crashes for personal gain.
Examples of misuse include:
● Logging in after a restart at high-reward or grind locations to earn quick money
● Starting major scenarios (e.g., bank or store robberies) immediately after a restart
● Using a crash or restart as an excuse to avoid an ongoing roleplay situation
Important Rule: No major roleplay situations should be initiated within 30 minutes prior to a scheduled restart. Doing so will result in an immediate strike. If you were involved in a scene before a crash or restart, you are expected to wait for all other participants to reconnect and continue the roleplay as it was.
Certain types of roleplays are either heavily restricted or entirely prohibited for the safety and comfort of the community:
● Snitch RP – Only allowed with prior approval from Prime City staff and must follow a well-developed storyline.
● Corruption RP – Strictly not allowed or will require permission.
● Rape RP – Absolutely forbidden.
● Suicide RP – Not permitted.
● Erotic RP – Prohibited in any form.
Players are not allowed to play copyrighted music within the server. If you are streaming or around streamers, you should enable Streamer Mode and encourage others to do the same to avoid DMCA-related issues. Respect content creators' need to keep their streams compliant.
As this is an 18+ roleplay server, strong language is permitted within roleplay, but it must remain within reasonable limits. If someone asks you to stop using certain language toward them, you are expected to respect their request immediately. Extreme or targeted toxicity—whether in the city, on stream, in Discord, or private messages—will not be tolerated. If your behaviour is found to be harmful or hateful toward others, especially in a repeated or personal manner, it may result in a permanent ban from the community.
During criminal activities, you're allowed a maximum of five active participants. This limit applies only to those directly involved in the event. Anyone assisting over the radio—as a spotter or coordinator—does not count toward this five-player limit. However, exceeding the allowed number of active participants on the scene will lead to strict disciplinary action.
FCivilians are not permitted to rob hostages under normal circumstances. The only exception is if the hostage refuses to cooperate with the robbers during the situation. Additionally, civilians cannot rob law enforcement officers or medical personnel under any condition.
Civilians are expected to show basic respect toward police officers, regardless of their rank. If a civilian is being disruptive or non-compliant, an officer has the right to detain and escort them to the station after issuing a proper warning. Acting childishly or refusing to cooperate without reason is not valid roleplay—it will be treated as Fail-RP.
Furthermore, civilians are not allowed to take police officers or doctors hostage unless there is a strong, realistic storyline to justify it
Civilians should avoid speaking out of character while in the city. OOC communication is only acceptable in cases of genuine urgency. Using OOC chat or voice casually or without necessity disrupts immersion and may lead to disciplinary action if misused.
This is a roleplay-first server—not a shooter-focused one. Civilians should not treat every conflict like a combat game. Constantly camping in corners or initiating unnecessary gunfights goes against the spirit of serious RP. When conflict arises, prioritize creative storytelling and find ways to de-escalate or resolve the situation through roleplay rather than relying solely on weapons.
While this is an 18+ server where strong language may occur, excessive toxic behaviour will not be tolerated. Disrespect, harassment, or intentionally hostile actions—whether verbal or behavioural—will result in consequences, regardless of the setting
Trying to protect your inventory by quickly hiding or storing items during or right after a high-stakes scenario is not allowed.
Examples of combat storing include:
● Stashing illegal items like drugs or weapons immediately after a police chase end
● Quickly parking a vehicle in a garage to avoid it being impounded or searched
● Swapping vehicles in the middle of an ongoing scene to escape consequences
These actions break immersion and will be treated as bannable offenses. If you’re involved in a high-risk situation, play it through realistically.
Respect is expected at all times. Disrespectful behaviour—including excessive swearing, or the use of racist, sexist, or homophobic language—will not be tolerated. All character names and references must remain appropriate and PG-13. Cheating in any form is strictly prohibited. This includes, but is not limited to:
● Using external scripts, hacks, or exploits
● Barrier glitching or map abuse
● Disruptive behaviour such as griefing, mic/chat spamming, trolling, or interfering with others' gameplay.
● Recruiting for other communities or servers within our platform is also not allowed
Additionally:
● Avoid names or roleplay that push political, religious, or extremist agendas
● Do not impersonate server staff or administrators
● Do not argue with or harass admins in-game—staff decisions are final
All roleplay rules must be followed at all times. Breaking any of these guidelines may lead to disciplinary action, including temporary or permanent bans depending on the severity of the offense.
If an issue occurs during a scene that can be resolved through roleplay, you are expected to handle it in character. Opening a ticket for a situation that can be roleplayed is not valid. Let the scene play out naturally—only escalate to staff if absolutely necessary.
To be eligible for item recovery, you must have a POV (proof of video) clearly showing what was lost. This includes items stored in:
● Apartment stash
● Vehicle storage
● Glove box
If no valid POV is provided, only 50% of the lost items may be returned as a courtesy. Please do not argue with staff to check logs—logs will only be used to verify what’s visible in your video proof
Robbing another player is allowed but must be done with strong and realistic roleplay. You should have a valid reason for targeting someone, not just random looting.
Use appropriate roleplay commands to make the scene immersive. For example: /me pats down pockets and takes cash There is no fixed cap on how much can be stolen, but the emphasis must always be on the quality of the roleplay, not just the reward.
If someone is downed during a robbery (e.g., store or bank heist), you are not allowed to take them with you
If you call EMS to revive them, that action will be considered a demand in the scene. Plan accordingly and treat EMS involvement as part of the ongoing negotiation or risk.
If you need to report a player or an incident, make sure to do so within 48 hours of when it happened. Reports submitted after this window will not be reviewed or considered.
Reports made out of personal vendettas, revenge, or to boost one’s ego rather than to address actual rule-breaking will be dismissed. Misusing the reporting system for non-legitimate reasons may result in action being taken against you instead.
Each player is allowed one active character by default.
If you wish to create a second character, you’ll need to contact our support bot and submit a detailed backstory explaining the purpose and relevance of the new character. Approval will be based on staff discretion.
Requesting a third character slot will require a fee, the amount and process of which will be determined by server administration.
Players must commit to one government department—either the Police Department (PD) or Emergency Medical Services (EMS). However, certain roles within the Department of Justice or State Department may allow exceptions based on their specific responsibilities and roleplay needs.
Engaging in violence without proper roleplay buildup is not allowed. Before initiating any shootout or armed conflict, you must interact with the involved parties through clear roleplay dialogue.
This includes:
● Communicating your intent
● Providing context for the conflict
● Giving the other party an opportunity to respond
If you’re participating in a shootout or planning to initiate one, you are required to record your POV to ensure transparency and fair gameplay.
Should a report or dispute arise, you’ll need to provide this footage as evidence to support your actions.
Failing to submit POV when asked may lead to penalties or the scene being declared invalid—regardless of who was at fault.
Even if only you are aware that a shootout is about to begin, and the other party isn't, you are still responsible for having your POV recorded.
Camping outside hospitals is not allowed under any circumstances. This includes waiting around medical facilities to harass, ambush, or provoke players who are recovering after a downed or lost encounter.
Doing so not only disrupts the roleplay flow but also creates an unfair environment for others. Violating this rule may lead to warnings or stricter actions from staff.
Before initiating a shootout or violent situation, players are expected to properly roleplay the lead-up to the conflict.
This means:
● Clearly stating your intentions in character
● Providing a valid reason behind the confrontation
● Giving the other party a chance to react or respond
Players holding positions in State departments, Police (PD), Emergency Medical Services (EMS), or the Department of Justice (DOJ) are strictly prohibited from participating in criminal activities on the same character. These roles represent law and order and must maintain integrity in their actions.
If a player decides to leave a government position and pursue criminal roleplay, a mandatory 15-day cooldown will apply. During this period, the character cannot engage in any criminal activity. This buffer ensures proper transition and maintains RP balance.
Players transitioning into gang life must meet the following conditions:
● 50% of their bank balance will be wiped ● A 30-day progression period must be completed before unlocking full gang-related activities and perks
This progression system ensures that criminal development happens naturally over time and isn't rushed.
Transferring money, items, or assets to another character in an attempt to bypass restrictions is strictly prohibited. Any such action will result in a ban.
When moving from a government role to a criminal one, players will automatically receive a 50% asset wipe to ensure a balanced and fair gameplay environment.
Before switching from one role to another—especially between government and criminal roles—players must contact the support bot, inform an admin, and receive official approval.
Failing to follow this process will result in a complete character wipe, including progress, assets, and bank balance. Role transitions must be managed properly to maintain fairness and consistency across the server
As a content creator on the server, you're expected to uphold the community standards at all times.
● Do not disrespect other players while streaming.
● If you believe someone has broken a rule, do not address it publicly during the stream. Instead, report it privately to staff using the appropriate channels.
● Once the situation is reviewed by staff, you may update your viewers on the outcome, but only after an official decision has been made.
If a clip surfaces showing you breaking a server rule during your stream, staff reserve the right to take action based on that footage, just like any other player.
Specific locations such as the Police Station, City Hall, Hospital, and Public Events are considered zero-toxicity zones.
In these areas:
● Abusive or aggressive language is not allowed, regardless of the situation.
● Players are expected to keep interactions respectful and maintain a civil atmosphere at all times.
These zones are meant to promote fair, inclusive, and professional roleplay—toxic behaviour in these spaces will not be tolerated and may result in penalties.
Code Red refers to a predefined and planned high-risk scenario (e.g., BOBCAT, Gruppe6, etc.).
Rules & Guidelines:
● Participants Limit:
o Maximum of 5 criminals
o Maximum of N+2 PD officers
● No Negotiation:
o No negotiations are allowed during a Code Red.
o The scenario continues until one side is fully neutralized (either PD or criminals).
● Game Crash Policy:
o If any player crashes during the scenario, the situation will not be paused or restarted.
● Time Limit:
o PD must resolve the situation within 1 hour of the scenario starting.
A shootout is an unplanned or spontaneous armed encounter that can happen during active RP.
Rules & Conditions:
● Surprise Attack (First Condition):
o If criminals open fire without warning, PD can instantly issue a 99 call.
● Planned Encounter (Second Condition):
o If PD is warned at least 10 minutes in advance, the PD response must follow force balance rules.
▪ Example: If there are 5 criminals, up to N+2 PD officers can respond.
● Valid Reason Required:
o All shootouts must be based on a valid and consistent RP reason.
o The reason should remain unchanged throughout the entire event.
● Proof of Violation
o POV (Proof of Violation) is mandatory to report any rule breach.
o Ensure your recording tools are ready before engaging in serious RP scenarios.
● Use of slurs, the “Rape” word, or any comments involving family members (mother/father/Sister) is strictly banned.
● Violations will lead to an immediate ban.
